The Background:

All India Muslim Personal Law Board was established at a time when then Government of India was trying to subvert Shariah law applicable to Indian Muslims through parallel legislation.Adoption Bill had been tabled in the Parliament. Mr. H.R.Gokhle, then Union Law Minister had termed this Bill as the first step towards Uniform Civil Code. Ulema, leaders and various Muslim organisations successfully convinced the Indian Muslim community that the risk of losing applicability of Shariah laws was real and concerted move by the community was needed to defeat the conspiracy.

It was a historic moment. This was the first time in the history of India after Khilafat Movement that people and organisations of Indian Muslim community belonging to various schools of thought came together on a common platform to defend Muslim Personal Law. First such meeting was convened at Deoband on the initiative of Hazrat Maulana Syed Shah Minnatullah Rahmani, Ameer Shariat, Bihar & Orissa and Hakeemul Islam Hazrat Maulana Qari Mohammad Taiyab, Muhtamim, Darul Uloom, Deoband. The meeting decided to hold a general representative convention at Mumbai. Therefore, a historic convention was held at Mumbai on December 27-28, 1972. The Convention was unprecedented. It showed unity, determination and resolve of the Indian Muslim community to protect the Muslim Personal Law. The Convention unanimously decided to form All India Muslim Personal Law Board.

Establishment of the Board:

As per the decision of the Mumbai Convention, the All India Muslim Personal Law Board was formally established at a meeting held at Hyderabad on April 7, 1973. The pioneers of this movement to protect Islamic Shariah in India, Hazrat Maulana Qari Taiyab Qasmi (Rahamatullah aley) and Hazrat Maulana Syed Shah Minnatullah Rahmani (Rahamatullah Aley) were elected founder President and General Secretary of the Board.

Hazrat Maulana Syed Mohammad Rabe Hasani is a noted scholar. He is nephew of former President Hazrat Maulana Syed Abul Hasan Ali Nadwi @ Ali Mian (Rahamatullah Aley). He was appointed as assistant teacher at Darul Uloom Nadwatul Ulema after completing studies in 1949. He remained at Hijaz (K.S.A.) I from 1950-1951 for further studies and research. In 1952 he was appointed Assistant Professor at Darul Uloom Nadwatul Ulema, Lucknow. He was appointed the Head of Arabic Department at Nadwa in 1955. He was appointed the Dean, Faculty of Arabic of Nadwa in 1970. He was conferred award by Indian Council Uttar Pradesh for his contribution in the field of Arabic language. He was also conferred Presidential Award for his contribution in the field of Arabic language in the same year. In 1993 he was appointed Muhtamim (Vice Chancellor) of Darul Uloom Nadwatul Ulema. In 1999 he was appointed Naib Nazim (Chancellor) of the Nadwa and in 2000, after death of Hazrat Maulana Syed Abul Hasan Ali Nadwi (Rahamatullah Aley); he was elected as Nazim (Rector) of Nadwa. He was unanimously elected as the President of All India Muslim Personal Law Board in June 2002 at Hyderabad after death of earlier President Hazrat Maulana Qazi Mujahidul Islam Qasmi (Rahamatullah Aley).
He has travelled to Japan, Morocco, Malaysia, Egypt, Tunisia, Algeria, Uzbekistan, Turkey, South Africa and many other Arab, European and African countries. He has published 15 books in Arabic and 12 books in Urdu besides having many unpublished works. He is acclaimed for his scholarship.

Hazrat Maulana Syed Nizamuddin belongs to an educated family. He received his primary education at the hands of his father at home. Afterwards he was admitted at Madarsa Imdadia, Darbhanga for one year in 1941. In 1942 he was sent to Darul Uloom, Deoband for higher education. He studied Hadith there up to 1947. After completion of education, he adopted teaching and joined Madarasa Riyazul Uloom, Sathi District Champaran as its Principal and remained there for 12 years from 1949 to 1962. He joined Madarsa Rasheedul Uloom at Chatra as its Principal and remained there for two years from 1963-1964.
He was identified and chosen by Hazrat Ameer Shariat Maulana Syed Shah Minnatullah Rahmani (Rahamatullah Aley) for the work at Imarat-e-Shariah. Therefore, he joined the Imarat-e-Shariah in 1965 as its Nazim (Administrator). In 1991 he was unanimously elected as the General Secretary of the All India Muslim Personal Law Board after death of Maulana Syed Shah Minnatullah Rahmani (Rahamatullah Aley). He is ably performing these duties till date.
He was elected as Ameer Shariat, Imarat-e-Shariah, Bihar-Orissa and Jharkhand in the year 1998 after death of Hazrat Maulana Abdul Rahman (Rahamatullah Aley).
Hazrat Maulana Syed Nizamuddin took oath of allegiance to Shaikhul Hind Hazrat Maulana Hussain Ahmad Madani (Rahamatullah Aley). He is Shaikhul Hind's disciple as well. He is member of the Majlis-e-Shoora of Darul Uloom, Deoband, and Majlis-e-Muntzama, Darul Uloom Nadwatul Ulema, Lucknow.
